The Courthouse is a castle services building which costs 25 Stone to construct.
Guards will lock up criminals once a courthouse is built; otherwise, they will tell you that although they see crime, they cannot do anything unless a courthouse is built. Once it is built, a guard can arrest criminals and send them to the courthouse.
The courthouse consists of two sections; a dungeon and the courtroom. Criminals in the dungeon stay there until a trial starts. Trials can only start if there are punishments available for the criminal; the judge themselves can put criminals into ineffective punishments such as stock sand the laughing mask, but cannot use the gallows. If a gallows is built but no Torturer's Guild is constructed, the criminal's trial will not begin until it is built.
